Two new artificial intelligence (AI) tools have been introduced to modernise England’s planning permission system, according to a government announcement on 17 June 2026. A new AI prototype is currently being tested in Barnet, Camden, and Dorset councils. This tool aims to halve the time it takes to process householder planning applications, reducing the average decision period from eight weeks to four. The prototype triages applications, summarises key information, and provides planning officers with an initial assessment to consider when making their decisions. The government developed this tool in collaboration with Google DeepMind, Google Cloud, Faculty, and local planning authorities.
Another tool, called Extract, is now available to all councils in England. Extract uses AI to convert decades-old planning documents and maps, including those with handwritten notes, into digital data within minutes. This is intended to help planning officers access and use historic records more efficiently.
Householder applications make up nearly 70% of planning applications each year. By reducing the time spent on straightforward cases, the AI prototype being tested could allow planning officers to focus more on complex applications, such as new housing and major developments. If the prototype proves successful, the technology is expected to be rolled out nationwide by 2027. All assessments generated by the AI will be reviewed and approved by qualified planning officers before any decisions are made.
The government states that these initiatives are part of a broader effort to use technology to improve public services and accelerate the delivery of new homes.
